NEW LIQUOR LICENSE ENACTED FOR TOPSFIELD

(Boston) Senator Joan Lovely announced today that legislation providing for an additional liquor license for the Town of Topsfield has been enacted into law. The bill, which Senator Lovely worked to pass along with Representative Brad Hill, will enable the Alfalfa Farm in Topsfield to provide customers with samples of its wine produced at the farmer-winery.

“The Town of Topsfield submitted a Home Rule Petition requesting that Representative Hill and I file this legislation, which we did, and the Governor has just signed it,” said Senator Lovely. “I want to thank my colleague, Representative Hill, and the elected leaders of Topsfield, for their assistance with this important effort.”

Senator Lovely filed the legislation, S. 1790 An Act Authorizing the Town of Topsfield to Grant a License for the Sale of Wine to be Drunk on the Premises of a Farmer-Winery, following a vote of the Board of Selectmen of the Town of Topsfield.

The Alfalfa Farm had collected over two hundred registered town voter signatures asking the Town of Topsfield to issue it an additional alcoholic beverage license at a special Town Meeting. The item, placed on the May 7, 2013 warrant, requested the Topsfield Board of Selectmen to approve petitioning the Massachusetts legislature to pass a special law granting the Alfalfa Farm a license to serve samples of wine at their farmer-winery. After the Board of Selectmen’s approval, the Town of Topsfield submitted a Home Rule Petition to the Massachusetts legislature requesting passage of a special act granting a “pour” license to the Alfalfa Farm.
